This latter change will reflect more accurately the duties of the officers concerned, whose work entails the writing of Chinese characters on special stencils for the production of press releases, radio news, etc. Two supernumerary posts of Translator, previously held against vacancies of Press Translator, are no longer required. These changes in establishment, together with normal increments and salaries revision, account for the increase of $30,463 in the vote for Personal Emoluments.

Under Other Charges, the only increases are $2,000 for fuel, light and power, and $2,400 for upkeep of cinema equipment, both required for the Censorship Theatre and previously underestimated, and $3,200 for the Teleprinter Service approved during the year.
