establishment of 34 Bookbinders Class II in 1955/56. These changes, together with normal increments and salaries revision, account for the increase of $144,059 in the vote for Personal Emoluments.

Under Other Charges, a new vote has been created for Advertising to enable publicity to be given to Government publications and so to promote sales. The only other notable change is an increase of $50,000 in the vote for printing and binding arising from increased departmental requirements and from the need to place additional work out to contract during the period of the removal of the Department to its new premises.

Special Expenditure includes a revote for a replacement van and provision of $245,800 for new printing equipment. Much of the existing plant is obsolescent and will reach the end of its useful life in a few years' time. If output is to be increased the only solution is to replace the machines over a period with modern high-speed equipment which will produce greater output without requiring additional space or operators. For 1955/56 the provision includes the following:-

The additional posts of 1 Officer in charge, 1 Assistant Officer in charge, 2 Principal Leaders, 8 Leaders, 2 Trade Instructors and 1 Clerk are required in consequence of the opening of a new Training Centre at Tung Tau Wan, the existing facilities at Stanley having proved inadequate. They are offset by the deletion of posts of 2 Principal Warders, 2 Assistant Principal Warders, and 8 Warders.

The other additional Clerk is required on account of the increasing volume of work in the Industries Section at Stanley Prison and an extra Schoolmaster is needed to give academic instruction at Stanley Training Centre. A new post of After-care Officer is required
