APPENDIX III.
These changes are the result of a recommendation made by the Subordinate Staff Board to the effect that promotion in the Subordinate Service should as far as possible depend upon merit and seniority, independently of a particular office, and to that end, grades should be made interchangeable between departments.
The experience gained during the working of the Opium Monopoly has shown that the following changes, involving a net increase of $2,184, are necessary :-

Of the total increase of $12,024, $3,480 is for the staff engaged in dealing with dro opium, for which provision was not made in the Estimates for 1914.
The work which the staffs employed at the Factory and Packing Room have to perform is so hard that it is essential that they should be well fed. It has there- fore been decided to adopt the Opium Farmer's system of paying these men a ration allowance in addition to their salary. Books showing the amount actually expended in food are kept, and are regularly checked by the Superintendent.
The system of paying an allowance for extra chests of opium boiled always obtained in both Hongkong and Singapore under the régime of the Farmers, and has been adopted by the Government Monopoly in Singapore.
Transport.
The work of the Assistant District Officer has been much hampered by the want of a suitable launch for his regular visits to the islands, and the additional sum pro-
vided is for the hire of a launch.
The interpretation work in the Official Receiver's Office had until recently been performed by the Interpreter to the Land Officer-an arrangement that owing to in- crease of work had been found not quite satisfactory. The Staff of the Official Receiver's Office has therefore been re-organized by the appointment of an Interpreter in the 4th Grade, and the abolition of a Clerk in the 5th Grade. Books.
The $440 entered under Special Expenditure is for the purchase of a copy of Halsbury's Laws of England; and in view of this heavy expenditure the annually recurrent vote for books has been reduced by $90, the Crown Solicitor having agreed to do without other desirable, but not absolutely essential, books in 1915.
Of the two 5th Grade Clerks who have been promoted to the 4th Grade, one was promotel on the principle explained in the first note herein, and the other is the Licensing Clerk whose duties are responsible and heavy.
These scouts were instituted early in the present year with a view to assisting the Police in the detection of criminals. The scheme has proved a success so far, and it is therefore proposed to increase the number of scouts as opportunity offers.
