16th of November, 1899, between Marshal Sou and Admiral Courrejolles, the territory of Kouang-Tcheou-Wan was placed under the authority of the Governor-General of Indo-China. The chief place of the territory is the town of Fort Bayard, which is at the entrance of the interior port on the right bank of the river Ma Tché. It is the commercial port, with the establishments of the civil administration, military service and the special offices.
The area of the territory is about 200 square miles and its population about 230,000 inhabitants including 100 French and 600 Annamites.
Kouang Tcheou-Wan is a free port in which all commercial operations can be carried on without paying any duty. A regular bi-monthly line of steamers joins Kouang-tcheou-wan to Haiphong and Hongkong. Five steamers of French-Chinese- Portuguese-English ownership run between Kouang-Tcheou-Wan and Hongkong.
A regular service of automobiles runs between Fort Bayard (12,000 inhabitants) and the towns of Tchekam (35,000 inhabitants), Potsi, Sin Tchi, Taiping, Tchimoun, Teou-Soc, Poteou and the Chinese towns of Soui- Kay, Onpou, Lim-kong, Wat-Lam, Wou-Tcheou, Wampo, Ou-Tcheou, Moui-Loc, Lei-Tcheou, Pakhoi.
75 km..of new roads run in the island of Tanghai between the little towns of Tongsan, Sui-lao-kao, No-kan, Phi-leou, Cao-my-sao.
5 km. of roads run in the island of Nao-Tchao which includes the port of Tam-soui and Pac-Kong.
Fort Bayard and Tchekam are provided with electric light; a telephone between these two localities for private and commercial purposes is working daily; every dis- trict in the interior is connected with the chief town either with telegraph or telephone. An ice factory exists at Fort Bayard. A hundred and fourteen motor-cars are in circulation.
The territory's medical corps, placed under the direction of a field officer of the health service of the colonial forces includes three doctors. The European population is provided with mèdical attendance at the Fort-Bayard hospital where they are also admitted, the strangers of the neighhouring regions of China who want it; the natives are treated in the hospitals of Fort-Bayard and Tchekam.
A wireless station, whose traffic exceeds 900.000 words by year, connects the Territory, through Indo-China, with the telegraphic system of all countries.
