paddy were imported through the Lappa district. In April the Government granted free importation of foreign rice and paddy up to a limit of 2 million market piculs, the quotas alloted to the Lappa district being 68,000 market piculs each of rice and paddy. Later in June, rice was allowed to be imported in lieu of paddy, each picul of rice thus imported being considered as equivalent to two piculs of paddy--the total importation of paddy plus substituted rice thus calculated not to exceed the original quotas. Accordingly, during April to June, 38,785 quintals of rice and 24,429 quintals of paddy were imported. After this, very little rice was imported until the end of the year, when comparatively large amounts were received to meet local requirement. The total importations of rice and paddy during the year were 48,731 and 44,943 quintals as against 58,619 and 57,099 quintals respectively in 1936. Pending the full introduction of legal tender notes, provincial notes were permitted to circulate, but at the revised official conversion rate of Standard $100=Small-coin $144. Subsidiary silver coinage gradually went out of circulation.

Foreign shipping recorded a decrease of 77,779 tons, but domestic trading vessels showed an increase of 80,083 tons as compared with the figures for 1936. The bus road in the Chungshan District was kept in good repair and, by the end of the year, the remaining portion of the west branch road was completed.
