The adverse effect of the Sino-Japanese hostilities on Chinese ship- ping was felt particularly keenly at Wenchow, where coastwise shipping, with the exception of the oil companies' vessels, was under the Chinese flag exclusively. The active demand for tonnage coupled with increased freight charges caused a number of British steamers to be directed to the Wenchow-Shanghai and Wenchow-Amoy- Swatow runs from October onwards, This was responsible for an increase in British tonnage of 24,897 tons as compared with the preceding year, and for an advance from 2,121 to 12,001 tons in the direct foreign traffic, exclusive of junks. Nevertheless, owing to the large decline under the Chinese flag, the total tonnage for the year decreased by 6,32 tons as compared with 1936.
Street-widening and the improvement of public health have engaged the attention of the local authorities throughout the period, and considerable progress has been achieved under each of these heads. Three motor roads, viz., from Wenchow to Pingyang via Juian, from P'ingyang to Ch'iaotunmen, and from P'ingyang to Kuaot'ou, were completed in August, and motor-cars are now occasionally seen in the streets of the city. Considerable uneasiness was caused by the prevalence of banditry in the Taishun and P'ingyang districts, where a number of alum miners, unemployed owing to trade depression, gained a livelihood by plundering the country-side, Piracy was a constant menace to junk traffic, more than a dozen junks being reported to have been pirated at sea. A pirate junk and one of the freebooters were caught at P'ingyang Point in May by the C.P.L. Yungning and brought in to Wenchow. Yentangshan, the scenic resort 78 kilometres north-east of the port in the Yoch'ing district, attracts thousands of Chinese and foreign visitors annually, and with the recent improvements in communications is likely to become one of Chekiang's most popular tourist centres in the very near future.
