The question of making Changteh an open port was considered in 1906 and again taken up the spring of 1915, and Chinese officials visited the place to enquire into the conditions, but it still remains open only to vessels under Inland Water Steam Navigation rules. In 1920, a new organization for the technical control of the Middle Yangtsze Aids to Navigation and channels was instituted by the Customs.

The Standard-Vacuum Oil Company has recently established an oil installation at a point about two miles below the Settlement. It has erected three tanks and contemplates erecting three inore. The first oil tanker direct from California arrived here during the high water season of 1926. This installation will be the centre, o

of distribution for the upper Yangtsze and the Lake Ports," such as Changteh, Yiyang and Tsingshih. Although all oil was withdrawn from the tanks in May, 1927, owing to the then disturbed conditions, the use of the tanks has been resumed since June, 1928.

The only direct trade of. Yochow consists of bulk importations of kerosene oil, of which some 4 million litres were imported during the year. There are no direct exports, products from the Tungting Lake ports being re-exported at Hank w. Coastwise imports improved in value from 3.6 million dollars to 6 million dollars and coastwise exports from 6.6 million dollars to 7.9 million. Until dispersed by Government forces, communist bands in North-western' Hunan constantly threatened such towns as Changteh and Tsingshih, but Yochow itself was free from disturbances during the year. During the summer! a great part of Central China, and especially the area between Ichang and Yochow, was visited by torrential rains, and the Tungting Lake, which serves to an extremely high level, resulting in serious flooding of the surrounding lowland areas. The water-mark recorded by the Yochow Customs on the 12th and 13th July reached a height of 51.2 feet, breaking the high record of 51 feet in 1931. The floods, added to the destruction by communists, adversely affected the rehabilí- tation of the domestic industry and commerce of the province, Tuportations of salt from Haichow amounted to 409,767 quintals valued at over 2 million. dollars, Yochow serving as distributing centre of this commodity to the neighbouring districts. The increase in value of the export, trade, was largely due to enhanced prices for wood oil, the total exportation of this commodity being 114,247 quintals value at 5.9 million dollars as against 133,040 quintals. valued at 4.3 million dollars during 1934 Production was reported to be adequate, but difficulties in transportation due to bandit suppression curtailed supplies, with a resultant rise in price. Among other exports/ramie was the only item showing improvement Decreases were recorded in the case of nutgalls, broad beans, and buffalo, hides.
