In March, the province of Kiangsi having been cleared of the "Reds," General Chiang Kai-shek left Hankow on an extended tour to supervise further operations against the communists in the far west. His travels covered Szechwan, Kweichow, and Yunnan, and, apart from the success of his anti- communist drives, his visits assisted in the restoration of confidence throughout these far-distant provinces. A general improvement took place in the relations between the Central Government and the South, making possible the attendance of delegates from both Kwangtung and Kwangsi at the Fifth National Congress of Kuo-min-tang Delegates convened at Nanking on the 15th Novem- ber. Various changes in official Government positions took place, the principal being the appointment of General Chiang Kai-shek to the Presidency of the Executive Yüan in succession to Mr. Wang Ching-wei. Throughout this report frequent reference is made to the work of the National Economic Council, and no attempt is made here to detail the results of the year's programme beyond saying that the Council's labours towards rural rehabilitation, with its com- missions for the improvement of cotton, tea, and sericulture, and its active interest in matters of public health and in connexion with the improvement of waterways and flood prevention have been unremitting and successful.
