taken by the Customs of the junk-borne coastwise trado. A noticeable feature of the native import trade, however was the greater entry of native sugar from Swatow and Canton. The same general causes as have been given for the decline in native imports account for the decrease in the value figures recorded for exports abroad and coastwise: poor harvests, owing to the drought and infiltration of sea-water, and the diversion of cargo from steamers to junks for transport coastwise. Cotton, a portion of which was grown from American seed, gave a poor harvest owing to the entry of sea-water iuto the plantations; and the exports of medicines and of green teas were considerably less than in the previous year. The abolition of interport duty on rush mats, however, brought an immediate improvement in shipments of this article. Despite the general financial stringency, the local and the provincial governments inade great headway during the year under the municipal streetwidening scheme and construction of motor highways respectively..
