faced with bankruptcy. The situation was saved in time by the granting of reductions in export duty, testing fees, wharfage dues, and freight charges, which relief gave just the impetus necessary to start stocks moving again, and, with the increase in demand that arose later on, the year
ended with prices at the relatively high level of $6.30 per 50 kilogrammes ($7.62 per picul) The net result of the year's trading was an increase from 586,000 to 716,000 quintals in the quantity of kernels shipped abroad, accompanied, however, by a decrease of 1.7 million dollars in the value of these greater shipments; similarly, there was an increase of 30,000 quintals in the quantity and a decrease of 0.6 million dollars in the value of groundnut oil exported to foreign countries. The adminis- trative ability displayed during recent years by the provincial chairman, General Han Fu-chu, and the mayor of Tsingtao, Admiral Shen Heng-lieh, has been commented upon in previous reports. Under the leadership of these two administrators further progress was made in the development, respectively, of the natural resources of the province of Shangtung and of the port of Tsingtao during the year under review. Valuable con- servancy work was accomplished in South-western Shantung, which should save some 3 million mou of land from annual flooding; an ambitious project for dredging the Siao- ching River is being undertaken with a view to making this waterway navigable for steamers throughout its course from Tsinan to the sea; 106 districts out of a total of 109 in the province have now been linked up by the long-distance telephone service; and the continual advance in road-building now makes Shantung one of the best-ser- ved provinces in regard to land communications. Further progress was made in de- veloping the port of Tsingtao. The new dry dock, for vessels up to 5,000 tons, was completed; two-thirds of the work on the new No. 5 Mole had been finished by the end of the year; and many municipal improvements were carried out, notably in con- nexion with provision of educational facilities.
