MENGTSZ AND YUNNANFU

The province enjoyed exceptionally peaceful conditions throughout the year, and there was a marked absence of bandit outrages except in one or two border districts. The only calamities were a flooding of the fertile plans around Yunnanfu for a short time during the summer and the destruction of about two-thirds of the business section of Hokow by fire. Certain exchange restrictions laid down by the Provincial Government during the year, whereby all remittances had to be made at a fixed rate through the Futien Bank, were held to be detrimental to commerce and to private interests in general.
