The Customs Revenue of Shasi is derived mainly from Interport Duties collected on goods shipped to other ports in China or to foreign countries via other Treaty Ports. In 1933 the Revenue amounted to $325,299.41 of which sum Interport Duty contributed $250,622.96, Import Duty $66,709.01, Revenue Surtax $3,335.04, Famine Relief Surtax $3,335.04, and Tonnage Dues $1,297.36. Most of the foreign goods imported at Shasi have already paid Inport Duty at Shanghai or Hankow, so they do not benefit the Shasi Revenue. Raw Cotton and Beans are the main products of Shasi, which is a large farming town surrounded by rich agricultural districts. Shasi is the second greatest cotton exporting Treaty Port of China, only Tientsin surpassing it in importance in this respect. Cotton, Beans, etc. pay Interport (not Export) Duty, because even if they eventually go abroad, they leave via other Chinese ports.
Shasi has enjoyed freedom from disturbances since August, 1932, when communist- han lit troops reached the outskirts of the town, and is now garrisoned by the 48th Division under the able leadership of General Hsu Yuan Ch'uan.
