MENGTSZ AND YUNNANFUS

The Maritime Customs have largely increased their import duty, whilst the Con- sumption Tax is practically equivalent, so that the burden of taxation on foreign imported goods is very high. For this reason, foreign goods are beyond the reach of a number of buyers in this market.

Roads have continued to be improved and constructed. The figures given by the Bureau of construction are 1,502 kilometres open to traffic, 2,779 kilometres completed: except for bridges and culverts, and 3,784 kilometres under construction.

The climate of Yunnanfu (altitude 6,400 feet) is temperate and good. From October to April, there'is very little rain and a good deal of wind, but in June, July, August and September which is the rainy season the rainfall is. about 49 inches in a year of heavy rain, and as low as 24 inches when the rains are poor. When the rain- fall is as low as the latter figure, there is a drought and the harvests are poor, and when as great as the first figure there are floods, and the harvest is similarly poor.
