The value of direct foreign imports declined from 10.9 million Haikwan taels in 1931 to 3.3. million taels in the year under discussion. This striking shrinkage was caused by the almost complete cessation of imports for the government at Mukden, the Peiping-Liaoning Railway, and the Hulutao harbour works.

Exports, in general, fared better than imports. Direct exports to foreign countries were valued at 3.1 million taels, as against 3.6 in 1931, while the value of exports to Chinese ports increased to 16.2 million taels from 14.7 millions in the previous year. The policy of local industrial concerns was directed towards economy and caution in view of the uncertain situation, but, nevertheless the Kailan Mining Administration enlarged its power plant at Linsi, and the mines at Tongshan, Chaokochwang, Machia- kou, and Tongkiaochwang are now supplied with electric current direct from this plant instead of from their own separate power houses.
