( Encouraged by the removal of likin taxation, and by a certain amount of prosperity resulting from the excellent crops of the previous year, business opened at Hangchow on a hopeful note at the beginning of 1931. Spring, however, saw losses being incurred in sericulture in many localities while the tea-plants were, damaged by snow and cold weather. Although the dis- trict escaped the floods, launch traffic on the Grand Canal was held up for a considerable time by the high water, and the movement of produce was hindered. There were neither importations nor exportations of rice or other cereals during the year. In spite of financial difficulties, construc- tion work on the Hangchow-Kiangshan Railway made good headway during the year, and in November the line was opened to traffic as far as Iwu, 122 kilometres from Hangchow. The very important motor road linking the port with Nanking was also opened to the public in November. The provincial long-distance telephone system now includes lines from Hangchow to Nan- king, Wenchow, and Chuchow. The public waterworks at Hangchow was com- pleted and put into operation during the year.
