1930. Chinese representation on the Shanghai Municipal Council controlling the International Settlement was increased from three to five members out of a total of 14, and during the year the Chinese membership on the French Municipal Council was increased also. The value of land in the Settlements of Shanghai has risen abnormally, the rise, it is believed, being due to the depreciation of silver and the unsettled conditions in the country which compelled capitalists in the interior to flock to Shanghai, where they invest part at least of their savings in land, while the establisl ment of the national capital at Nanking has tended also towards raising the importance of Shanghai.
