100 metres long protects the harbour from rough seas. Macassar has been closed as free port since August, 1906. The town is nicely built. A fine thoroughfare, lined 4th tamarind trees, traverses the principal part, where the Government House and other biblic buildings are situated, and leads on both sides to large grass-covered squares- de Koningsplein and Kerkplein. A business centre consists of Passar Street. sdilhelminakade and Julianakade. The pleasantest living quarters are Heerenweg and iqbspitaalweg, where houses with colonnades give the impression of a town in southern Jourope. Around the European settlement the natives have made their villages. The Jorrounding country is low and marshy, covered with rice fields and kampongs. The mountains, with the Peak of Bonthain in the distance, afford a fine spectacle, especially d the evening, when they are not covered by the fogs that rise from the plains. eautiful sunsets are to be seen every night from the Harbourmaster's landing-stage.

The city of Macassar is administered by a Municipal Council with a Burgomaster q president. The Council has 17 members (10 of European origin, 5 Natives of Macas- fr, and 2 Chinese). Technical affairs, grounds and the public sanitary service are Lanaged, under the supervision of the Municipal Council, by an Engineer Director of unicipal public works (Ingenieur-Directeur Gemeentewerken). The municipal gas ant is managed by a Director (Directeur der Gemeente-Gasfabriek) under the pervision of the Gasworks Committee, nominated by the Municipal Council. The ectric lighting plant is in the hands of the Ned. Indische Gas-Maatschappy.

The harbour (Government property) has been constructed at a cost of about twelve illion guilders (£1,000,000) and is administered by a Harbour Board (Commissie van alijstand) with the Engineer Harbour-Director (Directeur der Haven) as President, nder the supervision of the Department of Public Works at Batavia. Marine and [hipping affairs are managed in collaboration with the Harbourmaster and pilots by

n administration named "Haven-beheer," (i.e., Harbour-management).

Macassar is connected by a double telegraph cable with Sourabaya (Singapore, Br. ndia, e.s.o.), and by a single cable with Balikpapan (east coast of Borneo) and Menado orth-east peninsula of Celebes), and has consequently connection, also, with China, Japan, Australia and the Pacific Coast of the U.S.A.

A wireless telephone plant with Sourabaya is in operation.

The first State tramway was opened on the 1st July, 1922 (Macassar-Takalar), an mportant step for the development of the interior of the island Celebes. The con- truction of new lines has been postponed owing to the curtailment of construction

rogramme.
