The Government is administered by a Governor, aided by an Executive Council of six officials and three unofficials. The Legislative Council is presided over by the Governor, and is composed of the Officer Commanding the Troops, the Colonial Secretary, the Attorney-General, the Treasurer, the Secretary for Chinese Affairs, the Director of Public Works, the Capt. Supt. of Police, the Director of Medical and Sani- tary Service, the Harbour Master, and eight unofficial members, one of whom is elected by the Chamber of Commerce and another by the Justices of the Peace. The remaining six, two of whom are of Chinese race but British nationality, are appointed by the Government. Demands for a greater measure of popular representation were made by the British residents to the Secretary of State for the Colonies in 1916 and again in 1919, both times unsuccessfully. In 1922 a numerously-signed petition on the subject was presented to the House of Commons.

FINANCES

The revenue for 1927 was $21,344,536 and the expenditure $20,845,065. The Colony opened the year 1925 with a credit balance of just over thirteen million dollars. This was reduced to eight millions in 1926 and to three millions in 1927. During the year authority was obtained to raise a loan of $5,000,000 for carrying out certain public works. An amount of $3,000,000 was issued and was heavily over subscribed. On January 1st, 1928, the balance at credit of the Colony's surplus and deficit account was $3,985,761. The expenditure for 1928 was estimated to be $22,183,045, but in point of fact the Government only spent $21,042,765. It budgeted last year for an estimated revenue of $20,103,390, but actually collected a revenue of $22,898,917. The sum of $1,963,359 was repaid to revenue from loan funds on account of previous expenditure on loan works. The Colony therefore began 1929 with a balance at credit of the surplus and deficit account amounting to $7,804,972, an increase of $3,819,211 over the figures of twelve months ago.

The rateable value of the whole Colony in 1926 was $27,998,237, showing an increase of 2.60 per cent. over the previous year. The rateable value of the Colony shows an increase of 94.30 per cent. in the past ten years.
