TRENGGANU

With a territory of about 6,000 square miles, an extensive sea-board, and a popula- tion of about 170,000 souls, Trengganu is the least developed of all the Native States. The capital is Kuala Trengganu, where the British Agent was the only European resident when the census was taken in 1911. It has a population of 13,991. Mr. J. L. Humphreys, the British Agent, in his report for 1918, concludes:-"The advantages of a sound financial position, an industrious population, and untouched natural resources are at present neutralized by the defective ideals of the Ruling Class. If the welfare of the common people is to be improved in proportion to the increasing revenue, some closer form of British control appears to be inevitable."

By an Agreement between His Majesty's Government and the Government of Trengganu, dated May 24, 1919, His Highness Sultan Muhammad bin Zainalabidin agreed to receive a British Adviser in place of an Agent, whose advice must be asked and acted upon in all matters affecting the general administration of the country.
