The Ordinary Municipal Revenue for 1917 was estimated at Tls. 3,462,350 and the Ordinary Expenditure at Tls. 3,236,435; the Extraordinary Revenue, consisting of estimated surplus of Tls. 252,915, Miscellaneous, Tls. 20,000 and Tls. 1,000,000 to be raised by debentures, at Tls. 1,245,915 and the Extraordinary Expenditure at Tls. 1,335,424.
The Revenue of the French Concession for 1916 was Tls. 970,081.57. The sources from which it was derived were:-

POPULATION
The Foreign population increased rapidly up to 1865, but declined considerably during the next ten years. The census of 1865 gave the number of Foreign residents in the three Settlements as 2,757, army and navy (British) 1,851, shipping 981, a total of 5,589. In 1870, the total in the Anglo-American Settlement was 1,666; in 1876, 1,673; in 1880, 2,197; in 1885, 3,673; in 1890, 3,821; in 1895, 4,684; in 1900, 7,396; in 1905, 11,497.
