REGULATIONS UNDER WHICH BRITISH TRADE IS
TO BE CONDUCTED IN COREA (CHOSEN)
I-Entrance and Clearance of Vessels
1. Within forty-eight hours (exclusive of Sundays and holidays) after the arrival of a British ship in a Corean port, the inaster shall deliver to the Corean Customs authorities the receipt of the British Consul showing that he has deposited the ship's papers at the British Consulate, and he shall then make an entry of this ship by handing in a written paper stating the name of the ship, of the port from which she comes, of her master, the number, and, if required, the names of her passengers, her tonnage, and the number of her crew, which paper shall be certified by the master to be a true statement, and shall be signed by him. He shall, at the sarue time, deposit a written manifest of his cargo, setting forth the marks and numbers of the packages and their contents as they are described in the bills of lading, with the names of the persons to whom they are consigned. The master shall certify that this description is correct, and shall sign his name to the same. When a vessel has been duly entered, the Customs authorities will issue a permit to open hatches, which shall be exhibited to the Customs officer on board. Breaking bulk without having obtained such permission will render the master liable to a fine not exceeding one hundred Mexican Dollars.
2.-If any error is discovered in the manifest, it may be corrected within twenty- four hours (exclusive of Sundays and holidays) of its being handed in, without the payment of any fee; but for alteration or post entry to the manifest made after that time a fee of five Mexican dollars shall be paid.
3.-Any master who shall neglect to enter his vessel at the Corean Custom-house within the time fixed by this Regulation shall pay a penalty not exceeding fifty Mexican Dollars for every twenty-four hours that he shall so neglect to enter his ship.
4-Any British vessel which remains in port for less than forty-eight hours (exclusive of Sundays and holidays) and does not open her hatches, also any vessel driven into port by stress of weather, or only in want of supplies, shall not be required to enter or pay tonnage dues so long as such vessel does not engage in trade.
5. When the master of a vessel wishes to clear, he shall hand in to the Customs authorities an export manifest containing similar particulars to those given in the import manifest. The Customs authorities will then issue a clearance certificate and return the Consul's receipt for the ship's papers. These documents must be handed into the Consulate before the ship's papers are returned to the master.
6.-Should any ship leave the port without clearing outwards in the manner above prescribed, the master shall be liable to a penalty not exceeding two hundred Mexican Dollars.
7.—British steamers may enter and clear on the same day, and they shall not be required to hand in a manifest except for such goods as are to be landed or transhipped at the port of entry.
II.-Landing and Shipping Cargo and Payment of Duties
1.-The importer of any goods who desires to land them shall make and sign an application to that effect at the Custom-house, stating his own name, the name of the ship in which the goods have been imported, the marks, numbers, and contents of the packages and their values, and declaring that this statement is correct.
