RULE FOR Calculating AD VALOREM DUTIES.
Import duties payable ad valorem under this tariff shall be calculated on the actual cost of the articles at the place of purchase, of production, or fabrication, with the addition of the cost of insurance and transportation from the place of purchase, production, or fabrication, to the port of discharge, as well as commission, if
any exists.
