LABUAN.

This the smallest British Colony in Asia was ceded to Great Britain by the Sultan of Brunei in 1846, and taken possession of in 1848. It is situated on the north-west coast of Borneo in latitude deg. 16 min. N., and longitude 115 deg. 15 min. E. It has an area of 301 square miles, and is about six miles from the Borneo coast. Although Labuan possess s a fine port, has extensive coal deposits, and by situation seemed likely to become depôt for the trade of the north coast of Borneo, it has only partially fulfilled the expectations formed of it. The produce of Sulu and Brunei finds a market in Lauan, but the volume of the trade is small. The value of the imports and exports daring the last ten years was as follows:---- 1872, imports, £129,198; exports, £1,984; 1873, imports, £77,749; exports, £84,703; 1874, imports, £89,978; exports, £99,104; 1875, imports, £119,362; exports, £114,332; 1876, imports, £1,594; exports, £112,996; 1877, imports, £149,121; exports, £145,255; 1878, impts, £157,522; exports, £156,616; 1879, imports, £149,530; exports, £168,253; 100, imports, £167,364; exports, £164,873; 1881, imports, £182,113; exports, £194,004. The output of coal was only 800 tons in 1881. There are three sago manufactories on the island, where the raw material converted into flour, for export chiefly to Singapore. The Government is admi- nistered by a Governor appointed by the Crown, and a nominated Legislative Council. Since 1871 there has been no military ga rison, but an armed police force is main- tained instead. The population is slightly under 6,000, of whom the bulk are Malays. The Chinese, who number over a thousand, are the chief traders, and most of the industries of the island are in their hands. The European population, under fifty in number, consist mainly of Govern nent officials. The revenue, which has for several years fallen short of the expendi ure, is chiefly derived from the farming out of licenses to sell tobacco, spirits, opium. and fish. In 1882, however, the revenue will more than meet the expenditure, mnly owing to a great reduction in the staff of Government officials.
