AT THE IMPERIAL PALACE IN TOKYO YESTERDAY, IN THE PRESENCE OF THE EMPEROR, THE FRANCO-JAPANESE AGREEMENT, PERMITTING JAPANESE FORCES TO OCCUPY BASES IN INDO-CHINA WAS FORMALLY RATIFIED BY THE PRIVY COUNCIL.
Details of the agreement, says a Reuter message from London, have not yet been published but full occupation of the bases is expected to be completed within the next few days.
THE VANGUARD OF THE MAIN BODIES OF JAPANESE TROOPS, BELIEVED TO BE ON FOUR TRANSPORTS AND FOUR DESTROYERS, WILL ARRIVE AT SAI- GON TOMORROW.
