SPECIFIC ACTION BY THE UNITED STATES
Declaration By Roosevelt: Japanese Move Against Indo-China Is Potential Threat To The British Territories-Mr. Eden
VICHY-TOKYO AGREEMENT IS SIGNED: MALAYA DEFENCE MEASURES ENFORCED
THE UNITED STATES will take specific action today as a result of the Japanese occupation of naval and air bases in French Indo-China, according to a statement by President Roosevelt in Washington yesterday, says a Reuter message from London.
A British United Press report from Indo-China states that the agreement between Vichy and Japan was signed yesterday and that the occupation by the Japanese is imminent.

JAPAN WILL GET INTO ECONOMIC
DIFFICULTIES WITH BRITAIN AND UNITED STATES, SAYS MR. STEED Reasons Which Prompted Hitler To Attack Soviet Russia Discussed
All that I know of Japanese affairs I have learned from Japanese friends and, except for one assumption, I simply cannot understand why Japan should choose this moment to run the risk of getting into difficulties with Britain and the United States. AND IT IS CERTAIN THAT IF JAPAN TRIES TO GET HOLD OF INDO-CHINA SHE WILL GET INTO DIFFICULTIES ECONOMICALLY, AT LEAST-WITH BRITAIN AND AMERICA. She will find her trade cut off and news from Washington shows what is going to happen if Japan persists.”
MR. H. WICKHAM STEED, the well-known commentator on international poli- tics, made the above observations in the course of a broadcast from London yesterday when he discussed the present position in the Far East in conjunction with the rea- sons which prompted Hitler to attack Russia.
