MEASURE QUESTIONED

AN APPEAL FOR A GREATER UNDERSTANDING FROM THE PEOPLE OF HONGKONG, AND ESPECIALLY FROM THOSE WHO ARE THE NATURAL LEADERS OF THE PEOPLE, toward the res "ponsibility that rests with them in initiating social reform, was made yesterday by the Bishop of Victoria, the Rt. Rev. R. O. Hall, when he addressed the annual meeting of the Hongkong Refugee and So- cial Welfare Council.

Bishop Hall questioned also the wisdom of the recent immigra- tion measure and expressed the hope that it would remain anly a war measure, suggesting that the measure was in the nature of a barrier between two nations. and one that could prove difficult to break down.
