Shanghai Municipal Council Report

The tendency to stimulate spe- elative buying in September was dissipated by weightier factors in- cluding the decreasing purchasing power of the community here, ac- cording to a report issued by the Industrial section of the Shanghai Municipal Council for September, reports the North "China Daily News. Eighty industrial and oc- cupational accidents. resulting in one woman being killed and two Injured and injury to 4 persons n machinery. 16 through falls, three from electrocution and two in fires, were reported for the month under review. Altogether thirteer. industrial fires were re- corded for September.

NO IMPROVEMENT The report on the economic situation in Shanghai follows:-

"There were no signs of improve- ment in the economic situation in Industrial enterprises. Ohe large group of cotton mills cartalled its production still further, work now,"

addition to being stopped on Sundays, ceasing also on Satur- days.

"Low exchange valucs during the month tended to stimulate some speculative buying. But weightier. factors offset this tendency. nota- bly the decreasing parchasing power of the community Silk co- coons have not found their way? RAW MATERIALS

"Some dyeing plants, stimulated by a seasonal, development; have reopened, hut for a short period bulb factorles only. Flashlight have recovered somewhat," and are busy with lamp bulbs for Christmas trees. No tea for pro- cessing was imported during the month.

"Smaller enterprises suffer from lack of capital to pay cash for raw materials which is now...de- manded, whereas returns from sales of finished products are slow. "The blockade both of raw materials from guerillä areas, and for Anished products to the interior 19 having # serious effect on Shanghai industry.”
