SHANGHAI, Aug. 28 (Reuter)-The Municipal Council has decided to appoint a committee to study whether any changes are desirable in the conduct of the Municipal-elec--- Elons, it is, announced today.

It is believed that this action follows moves by the Japanese to obtain some such step. Since the Japanese efforts to obtain an increased representation in the Council were defeated at the polls this year, the Japanese have been agitating for a revision.
