HIS EXCELLENCY LIEUTENANT-GENERAL EDWARD FELIX NORTON, C.B., D.S.O., M.C., who assumed, the duties of Officer Administering the Government of Hongkong at 11 a.m. yesterday, two hours after his arrival on board a British liner, broadcast a message over ZBW to the people, of the Colony from Mountain Lodge at 9.45 o'clock last night.
