Whereas credit and marketing co- operatives have been common in China and other parts of the world, the common use of animals and Implements has never been tried.

But from the investigations and the collection of data of actual losses in animals and implements among the farmers of the Shum- chun area the centre has decided

that this is the most practical solution one of the most pressing problem of China's many agrarian questions,

It is long been known that the comparative extinction of cattle from the southern provinces of China' was due to the gradual pauperisation of the peasantry during the last 300 years, The subdivision of the land and the diminution of the size of the fields as the result of the Chinese laws of inheritance also rendered It impossible for the average farmer to keep and maintain a COW. And the average farmer in China was a poor farmer whose capital for production was never above the sum of $100. such a man owned about 10 mow of land which could be ploughed in five working days by a cow or water buffalo, After this the animal remained idle until it was needed to plough the land for the second crop.

ANIMAL PLAGUE

Such a burden of maintaining the cow could only be carried by a farmer who was comparatively well-to-do. In addition the hazards of losing the cow.. in which a considerable part of his capital was tied up. was a risk that was very heavy.
