TOKYO. Mar. 28 (Havas)--The attitude of the Soviet Union to Japan has shown a marked change since the termination of the Fin- nish war, according to the Yomiuri Shimbun.
The paper said that since the conclusion of the Soviet-Finnish peace, Russia has embarked on a policy of annoying Japan.
