The original goal of the winter garment campaign was set at 300,000 cotton-padded waists and 200,000 cotton- padded army overcoats. As the latter could be used by the soldiers as blankets, it was de- cided to make more of them. By the end of January, 29,000 waists and 314,000 overcoats had been made, plus 500,000 pairs of shoes for the soldiers.
