CHUNGKING, Jan. 19 (Central)-Interviewed by press representatives regarding the enforcement of constitution- alism in China, Dr. Sun Fo, President of the Legislative Yuan, said the question hinges on two important points, namely, the formation of proper local popular organs, and the establishment of true local self-government.

Dr. Sun hoped that the entire nation will do their ut- most to help realise both these tasks.

Dr. Sun, said, strictly speaking, the nation is still somewhat short of some of the fundamental conditions for ushering in constitutionalism. It is an important step, however, for the country to take during the present war.

Dr. Sun reiterated that constitutionalism and politi-
