WASHINGTON, Dec. 24 (Reuter)-The first Congres- sional opposition of the American Government's 300-mile neutrality zone has been voiced by Senator Morris who ex presses the opinion that such a zone would not have a sub- stantial basis in international law.

SENATOR MORRIS INDICATED THAT IT IS HIS BE- LIEF THAT THE PROJECT MIGHT LEAD TO INVOLVING SOME OF THE AMERICAN REPUBLICS IN THE WAR.

"To say arbitrarily that no battle must take place and no guns fired within 300 miles of our shores is assuming Jurisdiction which we do not possess and have no right to assume," Senator Morris declared.

It is indicated that a joint declaration by the Ameri can Republics will be issued later.
