STANDERTON (TRANSVAAL), Dec. 21 (Reuter)-"I the South African Government had not taken over the police of South-West Africa in April, a world war might have broken out, not in Poland, but in South Africa," de- clared Gen. Smuts, Premier of South Africa, in a speech to his constituents.
