LONDON, Dec, 1 (Reuter)- Initiating the debate on foreign affairs in the House of. Commons yesterday, the Labourite, Dr. Hugh Dalton declared that before the House had assembled, the Labour party had considered the Soviet- Flanish situation and reached the conclusion that an act of aggres- sion had been committed by a great power against a small De- mocratic country.
