MOSCOW, Nov. 30 (Reuter)—The Soviet Government

ordered the High Command of the Red Army, Navy and Air Force to hold themselves in readiness for any eventuality,
This is a further sensational development in Soviet- Finnish relations, before Finland has had the opportunity of presenting the reply to the last Sovict Note, was an- nounced by M. Molotov, in a nationwide broadcast last night.

M. Molotov declared that, notwithstanding all the Soviet concessions, which he failed enumerate, the Fin- nish Government had become increasingly provocative. The Soviet he claimed, were compelled to take this step for the external security of the state.
