NEW YORK, Nov, 8 (Reuter)-L President Roosevelt disclosed at a press conference that he had de- layed the transfer of United States lines ships to the Panamanian Re- gistry but emphasised that he believed that the United States was not in danger of being in- volved in the war.
He said that if there was danger, the Maritime Commission would probably refuse to allow the trans- fer.
President Roosevelt said that neutrality did not enter into the matter since any American had a perfect right to sell his property to neutral nations and transfer his title in them to neutrals.

He continued that if the transfer
was effected, Americans could not
serve officers and seamen and the ship was sunk after transfer there could not be an Interna- tional episode on account of the. ship, crew or cargo.
One of the questions which had caused delay of the transfer, said President Roosevelt. arose from a clause in the Merchant Marine law. the purpose of which was to pre- vent the sale of American, mer- chantmen. If they were considered Important for national defence.
