JAPAN HOPELESSLY AT LOSS REGARDING POLICY IN CHINA: MORE DISAGREEMENTS

CHUNGKING, Oct. 15 (Reuter) — The publication yesterday of articles by Prince Konoye, former Premier, of Japan, concerning his interviews with Wang Ching-wel and the discussions between Baron Hiranuma, during his premiership, and Wang, followed immediately by statements from the Headquarters of the Jap- anese Expeditionary Army in China and the Japanese Army in Central China, have aroused considerable interest here. "Chinese circles see in these statements disagree- ment in view between Tokyo and the Japanese Army' in China concerning Japan's future policy in China.
It is believed that Prince Konoye's articles were publish- ed partly as a teeler to find out whether or not China would be ready to negotiate on his peace terms if Japan ceased military operations and was ready to negotiate direct with Chung- king.
The move, it is thought, also postpones the establishment of the new puppet government under Wang Ching-wef.
Prince Konoye's proposals, Chinese circles think, have met with vigorous opposition on the part of the Japanese Army in China
The beadquarters of the Jap- anese Expeditionary Force, it is recalled, issued a statement......... that the Japanese Ärmy would vigorously prosecute military operations in China, while a spokesman of the Japanese Army in Central China, an- nounced that the Japanese Army would continue to sup- port Wang Ching-wei's effort to establish a new government.
