In view of repeated Japanese naval atrocities committed on local fishermen, the Hongkong Fishermen's Guild has suggested a petition to the Hongkong autho- rities.

These Ménsures include the strict control of all fishing boats, registration of fehérmen and fish- ing boats, prohibition of fishing boats taking passengers, especially women and children, out to sea, assignment of warships to protect: Ashing boats at designated points and making fishing boats go out to sea in fleets.

In the meantime, the Guild has Issued a notice to all fishermen advising them to leave their wo- men and children in Hongkong when they go out to sea to akh and not to venture, three nautical males beyond Hongkong territorial waters,
