THE LICENSING BOARD, MEETING IN THE COUNCIL CHAMBER YESTERDAY, REFUSED AN APPLICATION made by Isaac Levy Goldenberg for a restaurant adjunct licence for Sammy's Kitchen, No. 42 Lockhart Road, ground floor.

The Hon. Mr. R. A. C. North, acting Colonial Secre- tary, presided, and others present were the Hon. Mr. C. G. Alabaster, Messrs. H. B. L. Dowbiggin, P. S. Cassidy, Ngan Shing-kwan, C. Champkin, C. B. Brown, W. Le B. Sparrow and D. H. Collins Taylor (secretary). Appearing on behalf of the ap- plicant, Mr. A. el Arculli said that' Mr. Goldenberg had resided in Hongkong for a period of 35 years and had previously held a pub- lican's licence for the "Kowloon Hotel for 12 years.

"We appreciate," said Mr Ar- culli.that the police may not favour the indiscriminate granting of liquor licences owing to the fear of drunkenness, but I submit that 8.5. the application 13 for restaurant adjunct licence. which permits the serving of liquor only with meals, such fear does not arise.
