Reuter reports that the British Government has de- cided that the four Chinese prisoners in Tientsin shall be handed over to the local "courts" for trial.

Two of the men are charged with the murder of the pup- pet Superintendent of Cus- toms in Tientsin.

The other two are accused of "membership of an illegal organization."

On the basis of additional evidence "confidentially" sub- mitted by the Tokyo Govern- ment to London and never published, legal experts as- sisting the Government have concluded that a prima facie case against the men exists on these charges.

Another Chinese, Chu Cheng. wu, who has been under de- tention by the British autho- rities in Tientsin, on the instance of the puppet Gov- ernment. will also be handed over to the de facto Chinese authorities for internment an- der reasonable safeguards which will enable the British Consul-General to visit him perlodically and satisfy him- self that he is being properly "treated."

Acting under the instructions of the Government, Sir Robert Crai- gie will inform the Japanese Min- istry of Foreign Affairs of the conclusions of the legal authori- ties in London. Similar notifica- tion is being made the Chinese Government at Chungking.

The way to the surrender of the four men was paved on August 4 by Mr. Chamberlain's declaration In the House of Commons that the Japanese "evidence" would. considered..

LONDON, Aug. 11 (Reuter) The issue of the four men has been dealt with entirely separately from other local issues under discussion in Tokyo, completely on its own merits. It has no connexion with the temporary suspension of the Tokyo talks and forms no part of any bargain.

It is pointed out that the handing over of the men is normal procedure."

The British Municipal Council has no judicial power and it has always been the practice to hand people without extraterritorial rights over to the local courts.

Of "Durasteel" Tested

A main feature of the Air Raid Precaution de- monstrations at La Salle College yesterday was a test of the power of resistance to incendiary bombs or "Durasteel."

There was a large attendance of Air Raid War- dens, both European and Chinese, and the purpose of the several demonstrations was to show the resistance of various types of roofing to such bombs.

The fact that only two members of the former Spanish Cabinet have been retained in the new Government, namely, Gen. Berrano Suner as Minister of the Interior; and Benor Alfonso Pena Boert as | Minister of Public Works, has been received with considerable surprise in political circles in Burgos.
