SHANGHAI, July 20 (Reuter) Chaotic conditions were experienced in the financial district to-day as the Chinese dollar resumed its downward tendency and established a new low exchange value of 4%d.

While holders of dollars rushed to buy foreign ex- change, which is only available in limited quantities at progressively worsening rates, others turned their cash into shares or commodities.

In the open market, cash sellers; offered sterling at Sd. at the open- ing, and U.S. dollars at 94 cents. The market was weak, however. throughout the day, and at closing the rates were 4d." and 87 cents nominal with sellers, scarce and business virtually impossible:
