Persons in close touch with the State Department report that the Government is giving serious con- sideration to a barter plan whereby the United States would trade surplus cotton to the Soviet Union, behind in its textile production, for manganese, vital element in munitions manufacture, which the United States lacks, according to a New York report.

The same quarters also under- stand that the barter negotiations with Belgium, inaugurated several weeks ago, are progressing satis- wefactorily. The United States seeks to swap excess grain and cotton, which Belgium needs, for tin and rubber, of which the colonial em- pire of that country produces an abundance.
