In the event of intensive incendiary attack from the air large numbety of fites possibly several hundred — might be caused more or less simultaneously and for such a situation the normal peacetime resources of the Hongkong Fire Brigade would be wholly inadequate. Measures of fire defence cannot be im provised at the last moment; to be effective they must be plan- ned and developed in time of peace. For these reasons an aux- illary fire service, strong in members and efficient in action, is a vital and urgent necessity.

The Auxiliary Fire Service will be organized in two separate branches-one for men and the other for women. Each branch will be given scope to develop its own independant efficiency.
