TIENTSIN, JUNE 21 (REUTER)—=THE BRITISH MUNICIPAL COUNCIL IS FORMING AN AUXILIARY EMERGENCY CORPS consisting entirely of Britons who will be unarmed and will wear distinguishing armbands They will probably confine their duties to the maintenance of essential advices.
