Japanese Government circles hold that the British statement is intended “to whitewash the serious blunder committed by the British authorities in stubbornly refusing to surrender the assassins of the Tientsin Customs Commissioner, who ought to have been extradited long ago." It is stated that the. British attempt to invite Third Power intervention in this kind of question is entirely unacceptable to Japan as a matter of principle.
