MOSCOW, JUNE 1 (REUTER)—SPEAKING IN THE SOVIET PARLIAMENT YESTERDAY, M. MOLOTOV, Chairman of the Peoples Commissar and Foreign Com- missar, characterised the Anglo-French proposals as containing several reservations which may render the agreement ineffective.

He said that the Soviet insisted that the pact should be of an exclusively defensive character, A guarantee for all neighbours of the Soviet and a con- crete agreement for mutual help if one of the signa tories were attacked.

M. Molotov declared that "the Soviet stands un- reservedly for the union of all peace-loving powers to curb aggression, but we must be careful to remember M. Stalin's warning not to allow ourselves to pull others' chest- nuts out of the fire."
