The question arose, as a result of a motion in the State Council urging that such a tax be levied.

It was proposed that a tax should be levied on such landa whenever art increased value is placed on them by reason of an important roadway running across ur by the establishment of an important State Factory in the neighbourhood, or any similar circumstance. 1

The Financial Secretary in his report has pointed out that in England, too, an attempt was made to levy a tax on such lands but eventually it was found quite Impracticable.

The Executive Committee have discussed the motion at length and decided to report against it to the State Council.
