Net Inflow Of British Migrants Into United

Kingdom Continued In 1938 Under New Scheme

An examination of the annual statisties relating to British migration published recently by the Board of Trade, reveals the fact that the net inflow of British migrants from non-European countries into the United Kingdom, which has been in evidence from 1931, continued during 1938, The figure of 6,467 for 1938, however, shows a decline of 4,397 compared with the preceding year and represents the lowest net inward movement recorded since 1930, when there was En excess of emigrants over t migrants.

This reduction in the net in- flow during 1938 was the result of a decrease" of. 2,017 to 40,811 in the total of British subjects leaving permanent residence. European countries to take up permanent residence in the United

The niarket was steady with Kingdom and an increase of 2,380 buyers' predominating. DECREASE SHOWN

The movement of British emi- grants to the Empire as a whole during 1938 showed an increase of 2,897 compared with 1937, but there was a decrease of 431 in the mumber of emigrants to the United States and a fail of 86 occurred in the group of other foreign coun- tries.

With the exception of a reduc- tion of 82 In the case of India (including Ceylon), somewhat lar- ger numbers were recorded" for each division of the Empire for which particulars are given separa- tely. the rises being. 1,350 to Australia, 517 to British North America, 444 to New Zealand. 428 to British South Africa and 262 to other British Countries.

The lower agure of British 1m- migrants from non-European coun- tries included" falls of 1,569 m arrivals from Empire countries and 875 from foreign countries, other than the United States, but this movement was partly offset by an increase of 427 from that country.

BRITISH NATIONALITY

In regard to individual Empire countries, immigrants of British nationality from British North America decreased by 1,829, from Australia by 757 and from New Zealand by 63.

Increases of 560 sua 2 respec- tively were shown in the totals from India (including Ceylon) and from those British countries for which separate figures are not given, while the number from Bri- tish South Africa was approxi- mately the same in both years.

The provisonal statistics of departures under the Empire Set- tlement Act during 1938 show a total of 1,620. compared with 390 in 1937, and 248 in 1936, of the 1938 Azure, 1,259 were destined for Australia,

Market Comment quiet.

The Arst batch of probationary. agricultural instructors trained under the "learner" scheme Inaugurated at the Farin“ School, Peradeniya, two years ago, have just assumed duties, ́at their different stations,

Apart from the regular students of the school, the learners were Matriculates" who received

allowance during their period of training and were promised employ- ment as Instructors' if they were found satisfactory at the end of the course.

The course was an intensive two- year one in all branches, theoretical and practical, of agriculture and animal husbandry, and though more

or less concentrated at Peradeniya, included spells of work at Jana, Gall, Polonnaruwa and the Government Dairy, Colombo.

Of the ten learners originally selected nine sat for the final tests and of these eight were given appointments.

Besides them, four of the best Farm School students have also accepted employment.

learner instructors have completed a year's training a Peradeniya and a third begin their training this month.
